Monitoring
Monitoring is a continuous process of collecting and analyzing qualitative and quantitative data to track the progress of programs
It is used to access to which the input deliveries and weather work schedule and other required actions that are proceeding according to plans.
A process aimed at ensuring that activities are on the right track and in case of deviation appropriate corrective actions can be instituted.
Managers depend on the resulting parameters to determine which areas greater effort and thereby, may contribute to an improved response
Steps of Monitoring
- Project Document ( Use of resources/ time frame/ Programs etc)
- Feedback if needed
- Reports of monitoring
Evaluation
Evaluation is a periodic assessment of ongoing or completed programs
It links a particular output or output directly to the particular intervention
The aim is to determine
- Relevance
- Efficiency
- Effectiveness
- Impact
- Sustainability
Types:
- Process evaluation
- Outcome evaluation
Monitoring data is often necessary to conduct the successful evaluation
Helps managers determine the value of a particular program
Monitoring: What are we doing?
Evaluation: What have we achieved?
Monitoring and evaluation is the continuum of observation, information gathering, analysis, documentation, supervision, and assessment.
Uses of Monitoring and Evaluation
- Strategic decisions
- Project design
- Resource allocation
- Project process verification
- Project realignment
- Project evaluation
General Framework of Monitoring and Evaluation
Why is Monitoring and Evaluation Complex in health?
- Health is a basic human right
- Health is the ultimate measure of development
- Health is multifactorial
- Health is complex
- Health is knowledge
- Good health is fairness
Evaluation of Health Services
Evaluation is the systemic investigation of merit (of quality), worth ( Value or cost-effectiveness), or significance (Importance) of service.
When to evaluate?
- Before starting
- During ongoing process
- At the end of the program
Effective program evaluation is a systemic way to improve and account for public health actions
It is a learning framework:-Better program design and execution arrangement
Why Health Sector evaluation?
For effectiveness, accountability, Improvements, and Impacts
Basic steps to do evaluation
Standards
- Utility
- Feasibility
- Propriety
- Accuracy
Utility
- What is the purpose of evaluation?
- Who will use the evaluation results and how will they use them?
- What special needs of any other stakeholders must be addressed?
Feasibility
- What is the program stage of development?
- How intense is the program?
- How measurable are the components in the purposed focus?
Propriety
- Who is affected by the program?
- Will the focus and design adequately detect any unintentional consequences?
Accuracy
- Is the focus broad enough to detect the success or failure of the program?
- Is the design the right one to respond t the question such as attribution that is being asked by stakeholders?
